Well, he talked about two loopholes, out of which the first one was for Jenny to leave American citizenship entirely and become an Indian citizen. On the other hand, another way for Slatten to stay in India for a long time is through a missionary visa. Hence, if she becomes an advocate of The International Security for Krishna Consciousness.
