She has planned to get Sally fired and thinks that this is the right opportunity. Since the owner has just changed, Chelsea thinks that this is the right time for some cast-shakeup and hopes that she can get Victoria to fire Sally. 

Spoilers suggest that Chelsea might reach out to Victoria and tell her how Sally is an issue. Chelsea might tell Victoria that all Sally really does in Newman Media is gloat about her relationship with Adam and distract him. So, she might suggest that getting rid of Sally would be a good thing to do right now.

While Victoria might be the boss, Adam is still the CEO of Newman Media, and he will feel that Sally is an invaluable asset for Newman Fashion. So, firing her would be destructive more. 

Adam might turn the tables, and he might tell Victoria that if she is the head, she must act like one. He will tell Victoria that he is willing to work under her but only if she decides to be an adult about it.
