The team comes to the accident place. Instead of investigating the accident vehicle, they looked forward to finding the dog. It indeed led them to know that the dog was shot. It was not the first dog that was seen with a bullet wound on it. There were several others. Gibbs personally investigates the matter. It, therefore, led them to think emotionally rather than practically.
Gibbs investigates the dog case. He further suspects Luke for the death of the dogs. Gibbs, instead of further investigating, starts punching him. Torres, McGee, and Bishop pull him off, but Gibbs listened of none. Luke was a gambling addict and involved in dogfighting.
McGee was wearing the body camera when Gibbs hit Luke. The video was shown to Vance. The team was able to connect to dog abuse. He was punished for all the bad he has done. However, the episode also brings the arrest of Gibbs even though he has done no bad. He has been suspended.
