He let Harrison go to Italy because he wanted to work on his twisted plans.
Now that Kyle has decided not to let Harrison meet with Ashland, Locke is rather desperate to see him. It looks like Victor will use this to his advantage somehow. Regular viewers know that Adam has figured out that Harrison is Ashl and’s weak spot, and so will Victor. It is likely that this will include something in relation to kicking Ashland off GC forever.

The spoilers suggest that if Victor realizes that Ashland has a weak spot for Harrison, he will use him as a bargaining chip. There is a possibility that Victor will insist that if Ashland leaves town, he will make sure that Ashland has some visits from Harrison every once in a while. Victor might tell Ashland that he can enjoy time with Kyle’s son somewhere else.
However, The Young And The Restless viewers know that Kyle and Summer have not finalized their stay in GC yet. However, Michael Mealor and Allison are here for a long time. This move of Victor might help him get Ashland out of GC permanently. Nevertheless, Victor will forget that Locke has another weakness, and that is his daughter.
